It sounds like she has a UTI, probably cystitis. You don't say anything about any sexual activity, but it could be that stimulation has caused inflammation to the urethra, which is located just below her clitoris. It could also possibly be from a bacterial infection. The urethra is relatively close to the anus in a female, and so the chances of e-coli getting to the urethra is much greater than in us males. That is why females should always wipe from front to back.
Where do you come from, and how old is she? Cystitis is very common in women, and is easily treated. She should drink lots of water to flush the system through, and it should clear up in a few days. Avoid sexual activity for a few days (even masturbation). If it doesn't clear up in a few days, antibiotics may be needed.
However it is recommended that the first bout of cystitis is reviewed by a medical prectitioner anyway.
