Don't worry we all suffer from that to start with that when we first start pulling our foreskin back. Its because the penis head is full of sensitive nerve ending, as soon as the head starts to dry up a bit then it will start to become less sensitive. :-)

The foreskin protects the head of the penis and keeps it moist and sensitive. If the head hurts, don't touch it. Keep your foreskin forward to protect the head. It will probably get less tender later.

So I think the health problem you are facing is called phimosis and it's pretty common. It is okay to have and you can live perfectly fine with it, but you are a bit more prone to getting infections. So I suggest visiting a doctor or urologist to ask for a treatment. The most common treatment is circumcision which is removal of the foreskin particularly due to phimosis. I've also suffered through phimosis before so you are not alone :)
