Don't worry about it, the head of your penis is meant to be sensitive. Frankly, I would be worried if it isn't! And as for your foreskin not retracting comfortably, again nothing to be too worried about. In uncircumcised boys the foreskin is partially attached to the glans, known as adhesion, during puberty and personal exploration 'down there' the adhesion gradually weakens until the foreskin can be retracted normally and comfortably.
