I am 18 and I am finding small, black wads of skin protruding out of my neck. They are about the size of white-head pimples, but they aren't pimples. They are composed of skin, and when I pull on them to try and get them off, they just stretch like skin does.

What are they, and how can I get rid of them?

They could be skin tags.  I used to go to a dermatologist to get them removed.  As I've gotten older, I just cut them off gradually with my finger nails.  I have read recently to put a piece of cotton with apple cider vinegar on it, cover with a bandaid and that the vinegar will dissolve it. BUT, IF THEY ARE BLACK, YOU SHOULD GO TO YOUR DOCTOR.
