As you have started quite late in life, I must ask if you have ever had nocturnal emissions (wet dreams)? If you do, when was your last?
Something you may wish to try, get some lube and some material that you are interested in (of a pornographic nature), and make sure you are truly getting to the peak you need to be at.
Failing this, the best solution I could give is to speak to your GP and just discuss with them what is happening. Or if you have a very close male friend you feel like you can talk about anything with - have a chat with them.

Hmmm ... This could come down to a few things. Questions:
1. Firstly, have you tried pornographic material? Or any other stimulants?
2. Does it feel good when you masturbate? Do you feel like you are climaxing (having an orgasm)?
3. How would your describe your body type/weight?
4. How often do you exercise?
5. What is your diet like?
6. Have you had sex before?

Okay, so before you stress yourself out by going to a GP ... I would suggest to possibly try something like pornographic material, or some other stimulant - these can be things like vibrating cockrings or fleshlights. But if you haven't already tried lubircant ... this truly can change the feeling of masturbation. I would also suggest possibly going to an adult shop (if it looks seedy, don't go there), you will be very surprised how knowledgeable and friendly the staff can be ... and they will give millions of suggestions.
