I am 13 and have a lot of muscle. I wear 7-9 pant size and am 5'4-5'5 and weigh 150 but look like 115-120. is that normal... even with lots of muscle especially in the legs and middle tummy. HELP

It is possible to be overweight at a young age, and I'm not quite sure about your description in having 'a lot of muscle', I think you're trying to say you have more MUSCLE fat than body fat?

If you work out regularly, then maybe you're just consuming too much protein after work out so decrease your portion a little (try not cut drastically because your body needs time to adjust to the new amount of food you consume).  If you're not working out/physically active, then you're probably overweight (I don't want to sound harsh, but it's the truth).
