I went to the skin specialist and was told that I have dry skin under the fold of the penis foreskin. Before this happened, I was told that there was a fungal infection. But after taking anti-fungal medication (tablets), it was alright. But now, I am having the "dry skin" problem. It becomes red and flares if there's friction. The skin specialist said that using a moisturising cream for a few months will help because the skin needs to be able to produce its natural oil and keep it well moisturised so that there won't be any dry skin.

Is this the right solution and will it get better? I don't really feel that it's improving.

I'd stick to what the specialist says, they're the one who has had the training to make the diagnosis not us. If your really not sure get a second opinion from another health professional.
Hope the poor fella gets better quick for you.
