Hey Jack, seeing as your 14, it may just be hair follicles starting to produce more hair. This would also explain the itching.
I suppose it could also be a rash or irritation. Is there any redness on the skin? If so, you might want to get it looked at and get some cream or something to put on it.
When I was a teenager I got evenly spaced bumps on my scrotum and some near the base of my penis. I don't remember if they came in before or at the same time as the hair, but since then there is a hair coming out of each bump and the bumps are just do to the follicle being in skin that is very thin. When excited(or cold), the scrotum will generally contract up tight under the penis and the skin gets thicker and the bumps disappear until the scrotum gets loose again.
Anyway, a sure way to know for sure is:
first of all, are you sexually active. If not, I really wouldn't worry about them.
second, look up all the STD's you can find and see if they look anything like them. I did and found that STD's generally are big, ugly and clustered on the penis (not the scrotum) and are really, really obvious that there is something wrong.
hope this helps
