I have got two small (about the size of the larger hair follicle base when you pull a hair) bumps on my scrotum, next to each other, and both just near where a hair follicle is and in the same direction as the other hair fillicle bumps from the hair, but not directly underneath. However these two bumps develop dry skin which makes them look whitish. Eventually, or if I pull the surrounding hairs or rub the area gently the dry skin flakes off and they look skin coloured again.

There is no pain, no discomfort and no itching. Do you think this is something to worry about?

I had those kind of lumps last year, similar to your explanation. They weren't whitish but red coloured. I guess they are some kind of cysts related with hair follicles and mine were disappeared in 2 weeks. If they don't get better, I recommend you to see an urologist.
