I am 21 years old and for as long as i can remember my scrotum is constantly shriveled. It does not just happen when i am cold, it is shriveled 90% of the time. Why is this and what do i do?

It's not abnormal.
It just happens is some guys. As you get older it probably won't stay shriveled as often.
