Recently, the area between my testicles and anus has developed a putrid smell. Before bed, I wash the entire area with a fragrant soap; by morning, the smell is back. My urine does not smell and I do not have hemorrhoids.

What probably is the problem is sweat. You probably sweat at night and thats what causes it to smell. Even though you wash itbefore you go to bed. You sweat when you sleep and that what causes the smell. Hope I helped
