Strange vision phenomena since birth

For as long as i can remember, my eyesight has always had a colorful "Film Grain" effect covering everything i see. It isnt very disruptive, but impairs my night vision as it is more intense in the dark. Its everywhere i look, all the time. Its on the walls right now, on the computer screen, my shirt. Everywhere. Its mainly comprised of Blues, Greens, and Reds.
Occasionally i also see what i call " Pinwheels" it looks basically, like a tiny little pinwheel spinning across my vision, it is also colorful.
I have asked eye doctors about this in the past, and they always give me different answers, such as a " Sensitivity to light"

Please advise.
