Testicular pain in particular region

Hi

I've notice lately that on a certain region of my testicular sack it stings when i scrub it when i shower. I don't know if i'm rubbing a vein or not, but i just want to know if it's normal. thanks a million

P.S.

After feeling the pain i notice that all of a sudden it takes that testicle longer to go down (they go up when there is pressure.) I noticed because that testicle usually hangs lower than the other one, and after the pain it takes a while to drop down past the other one.
