The best drug test uses hair follicles to determine drug use instead of blood or urine for reasons that you've cited. Does that help you at all? What is this for?

That is strange. As far as I know, tobacco smoking or chewing doesn't alter the results of any drug screening tests, as in, causing you to test positive for drugs you have not been using.
However, these drug screening tests CAN, also, test for nicotine and if you use it, the test will obviously come back positive for nicotine use. This may even cause you not to be offered a job, if that is legal in your jurisdiction. Smoking is becoming less acceptable, and security and law enforcement agencies, hospitals, etc, have good reasons not to want to hire smokers. (Law enforcement because smoking can distract you.)
