I experience this problem as well; I believe it's just a problem due to excess energy being thermogenesized into heat, also increases in periods of stress where more parts of your brain are used.
More parts of brain being used = more heat production due to the use of ATP.
Something i've noticed is if you're in the cold your head will feel normal, but in 60 degree or above temperatures it may begin to feel very hot.
A couple tips i've had that have helped me deal with this issue are:
1. Exercise; exercising will decrease the stores of ATP you have and give less energy to be used for heat production after you finish.
2. When in the shower or bath run your head under very cold water; it cools it and makes it feel much better somewhat resetting the neurons temporarily as they're used to dealing with the constant heat.
3. Eat ice and drink alot of water which is what someone mentioned in this topic earlier; eating ice will bring a very cold substance inside of your body and cool it, the water will help blood transport around the body so it is thinner and will not be reserved mainly for only vital organs such as the brain.
4. Find a vasodilator product; stress causes vasoconstriction and a vasodilator will push blood into your muscular tissue and skin causing the quicker release of heat from the body; Agmatine Sulfate powder is a very common and used vasodilator, yet tastes somewhat bad so add to drinks with flavor is my recommendation.
