This started about a month or so ago. I had slight pain or pressure in the top of my head when bending over. The pain seemed to get worse with coughing and I started having a throb in the corner of my left eye. I took 10 days of an antibiotics for a Sinus infection and this didn't help so I went back to the GP and he gave me 10 more days worth and I still have a headache on the top, front or left side of my head that hurts with movement. He ordered a CT scan and they found polyps in my Maxillary Sinus. My face under the eye seems to be swollen and my eye feels weird. I also feel dizzy and off balance and generally weaker than normal. My main concern is my headaches. Is this normal to have headache all over the head like this with issues in the Maxillary Sinus? I fear I have a brain tumor or something else!

Headache is a symptom of sinus polyps. If you had a brain tumor, the CT scan would likely have detected it. So I don't think so. Larger polyps can cause disfigurement of the face. Ask your doctor if surgery can remove the polyps.
