It's possible that you've picked up a little irritation or minor infection of the meatus (the openning on the end of the penis).
I find that if I allow bath soap to enter the penis, it will sting just as you are describing. That's basic irritation.
The cure for me has always been a good rinse, and then a dab or two of vasolene petroleum white jelly to southe the irritation.
This has always worked for me over a matter of minutes to less than a half hour.

Petroleum jelly comes from a grocery store, drug store, pharmacy or quick convenience store in the USA. You may call your stores something else in another country.
The brand name that is most familiar here is Vasolene petroleum jelly. There is a more common version that is sold in a small tube as Vasolene Lip Therapy and is frequently used to keep the lips from chapping. That is the smallest quantity sold, and can be easily excused if found or observed. Most people will assume a girl has it in her purse for primping her lips. Even guys can have this small tube in their pocket without arrousing any questions.
My original exposure to Petroleum jelly was when it comes in a jar or small plastic tub and was used to "waterproof" a baby's butt in their diper in the 1950s-60s.
Other off-brand or more generic brand products call this white oil-based jelly or white petroleum baum. But it is exactly the same substance.
WARNING: Though this jelly substance can be used as a lubricant (especially a sexual lubricant), the petroleum oil-based nature IMMEDIATELY attacks and weakens anything made of rubber or laytex. This means, within seconds of applying it to a condom, or diaphram, or any other laytex based item, that item is weakened and begins to rot or dissolve...loosing it's protective strength immediately. A condom will likely tear, rubber gloves might split, and balloons or anything else will fail. It happens faster than anyone could imagine and always at the wrong moment.
It is for this reason that professionals ALWAYS recommend a water based lubricant for anything that MIGHT involve laytex, rubber or sexual lubrication.
