I've noticed the same thing with my penis about a year ago. To make the marks go away just stop masturbating for a while wash it regularly(while showering) and it should be back to normal. Another thing, if anything tell your dr. whats going on it is not their job to judge you only to help you

Is there a special reason you are going to see your doctor? Ou shouldn’t worry that he will see through you and your masturbation because he probably already knows that you do it, considering you are already 15. It would be even better if he saw it, he may be able to give you a proper advise on what to do or what to apply.
How often do you masturbate? You foreskin skin could have gotten dry from constant friction as you probably haven’t used any lubricants to make it smoother. Moat often, this is not necessary but you could try it and see what happens.
You may try to refrain from masturbation for a few days to see if the stretch marks would go.
They show up after lengthening and distending your foreskin.
The dryness of the skin could be due to not drying your skin properly after washing or washing with soaps that are too harsh. Plain water would do as well, just make sure you wash everything, especially under the foreskin.
