Hey there I was in the same place as you when I was your age I didn't get underarm hair until I was a junior in Highschool ( about 17). And I was constantly concerned about my penis size. I felt like all my friends were much larger than me. Let me assure you that you are COMPLEATLY normal. You are developing normally and everything else body hair wise will catch up . The average size of an ADULT erect penis is 5-6in. So you are basically average for an adult already and you still have more growing/ developing to do!!!!
