arthrogryposis affecting only the upper body

my friend has arthrogryposis which is a birth defect. He is told that it does not usually cause pain. BUT he is always in pain, he is 36 now and has been thru many surgeries and many clueless doctors. They have all only ever agreed on one thing he is in pain and needs relief. He has been on every pain killer you can imagine narcotic and non-narcotic. He has been on Methadone now for about ten years and it helps him lead a somewhat normal life. He now has a child that is 8 and WAS doing alright until his doctor retired a year ago. Now he has a new doctor (same office) and this a..hole has put him thru hell, he was on 50mg three times a day his "doctor" thinks he does'nt need these or any narcotic med's at all and has cut him down to 30mg TOTAL A DAY!!  and this is after his doctor sent him to two different pain clinics this year and they told his doctor he needs what he is on!! This guy is a .,;'..';'''.';;; ya know, I live with my friend and this "Doctor" has no idea how much he suffers everyday. there is no fixing his condition ever, and he gets worse every year. I think there should be laws protecting my friend from "doctors with there own biasied agendas who think noone needs pain killers if there not dying" Is there anything i can do? Or that he can do? He can't change doctors cause they told him if he did it would violate his contract and he could NEVER recieve pain killers again. How can they have the right to deny you meds in "THE FUTURE" if you need them. I am so frustrated and MAD i dont know what to do. They are totally shutting him off now and he is affraid and pissed and doesnt know what to do. HELP.....PLEASE.....ANYONE WITH KNOWLEDGE!!
