I am 16, female I used to have a really flat stomach and no love handles, but last summer all I did was sit around all the time and eat. So, I have love handles now, and I have this "pooch" of fat on the lower half of my stomach, underneath my belly button. Please let me know of any diets and exercises that will help me get rid of this.

Do some ab crunches, but you need to be sure to include reverse crunches (ones that life your bottom slightly off the floor) and oblique crunches (ones that take your elbow or shoulder towards your opposite knee), because those will target the area below the belly "pooch" and the love handles.
