It is most likely that what your boyfriend has is a normal appearance on the penis. What he has could be Pearly Penile Papules which are not STDs but people do worry when see them and think they are kind of warps.
Pearly penile papules are tiny, pihead-sized spots located on the corona of the glans peni. They look like pealy white bumps and have no malignant potention. They are not contracted nor spread through sexual activity. It is believed that PPPs are most common in uncircumsised men, and also in men in their 20s and 30s. The cause for their appearing is remaining unknown. No treatment is required, they are not hazardous to health. They are usually mistaken for a STD such as genital warts which also affect the moist tissues of the genital area. They look like small bumps which could size from very small to large sized clusters. It is important for the person who may have them see a doctor so other types of similar-looking infections or conditions could be ruled out or treated.
