Near you, no. Not even on you. Only if the semen / sperm actually penetrate your vaginal through the opening and get inside. Also, you have to be on your ovulation cycle to have an egg there to fertilize. So it is extrememly unlikely that you could get pregnant this way. Warning though, pre-cum does have sperm in it so don't think pulling out before he fully ejaculates works either. Best solution is to have birth control and condoms for when you are ready.
