I get these zit like spots, usually on my scrotum or inner thigh, they don't hurt unless I scratch the area and they've never crusted over but I'm still concerned, they're usually very small and almost looks like an infected hair follicle, but what else could it be

Herpes will almost always start out as a painful bump that eventually blisters and opens - which is how it's spread. If they don't hurt unless you're agitating it, it could just be an ingrown hair, infected hair follicle or even eczema. If you're worried about it, go get tested. A simple blood test can tell you if you have genital herpes or even cold sores.
