Most likely it is. Your genitals start to get big during puberty - often it is the first sign.

It is just the size of your penis; puberty is best defined as changes to your body.
Growing taller, voice changing, hair growth, getting stronger and changes like that are all associated with puberty and when these changes start happening you have started puberty.
Since you are 13 you may be just starting it or about too, but no need to worry it will happen and everyone matures at different rates and times.
