You need to measure correctly because you will not be 9 inches at 13 even an adult male would not reach that length!

To measure length correctly you should measure from the tip of your penis head not the tip of the foreskin if you have one to the pubic bone along the top edge of your penis as you look down on it with a tape measure or ruler, to measure girth measure around the mid point along the shaft to get the correct measurement not around the base!
