I'm mid-puberty ,but my penis has yet to enlarge. I have a piece of skin attaching the main part of skin (cover the whole penis) directly beneath the 'Lips' (I don't know the terms). So close actually I don't know if it's connected to the 'Lips'. I can't pull the skin even a 1mm (millimeter) below the 'Lips'. The little skin piece is so short. Do I need a professional to cut it? I have some doctors, who specialize in the penis within 50 miles of my house. I will not attempt myself. Please give me advise, thank you. (Also I've tried a few times pulling the skin back in the bath thing, it hasn't moved further at all).

Hey there it's Difficult because we can not see what your foreskin or penis looks like. There is a normal piece of skin called the frenulum and is attached to the bottom part of your Penis it is supposed to be there are you able to fit your finger between your foreskin and the head of your penis? Look up penile frenulum and frenulum breve and see if it is what you are describing.
