Another main thing is that when i pulled my foreskin back looking down at it there's like a tendon holding it at the bottom of the head like a part of skin holding the foreskin from going all the way down. please help.

This is all normal I think.When you masturbate I don't think you would usually draw your foreskin right back over the head of your penis until you orgasm..?because the normal way would be only to pull it back and forward over the head a few inches until you ejaculate.If you draw it completely back over your erection it will be very tight and hard to get back into place and the head of your penis will probably get a bit sore if you touch it and might dry out a bit because its very sensitive to touch.The tendon at the base of your foreskin is called a frenulum.You can look it up in google.its normal .Let me know if this answers your questions and if i understood exactly what you mean,ok?

You do not HAVE to retract the foreskin unless you want to, lots of guys masturbate without retracting it. You might find you like it better if you do though. First you need to begin touching your bare head until it no longer hurts when you do that. I like rubbing my bare head when I masturbate, I think it feels much better than sliding the foreskin over it, but it takes time to get used to that. If your frenulum is too short you can have a doctor cut it to get rid of it. Mine simply tore during sex, several times until it was no longer a problem.
