If you shave down there you can get them but also it can be just a boyle. Just don't mess with them they will go away I get them sometimes too. If I'm on my period and use a pad I get them.

since you are still a virgin I would say I am about 99.9% sure you do not have herpes. what it probably is either sweat rash cause by not wearing cotton lined undies, not wearing undies, using pads (try switching to tampons) or like stated above razor rash... wax or get laser if this is whats causing it (or all natural)
make sure to wash the area with mild soap and warm water, I would say twice a day. and make sure you rinse well (extra soap gets itchy) if it has not improved after 5 days of the washing I would see the doctor. and since you dont have herpes there should not be anything to be ashamed about (plus dr. confidentiality)
