I'm having enlarged spleen and fatty liver. Has the low ejection fraction caused my problems?

At 73 years of age, went for a VA consultation for gall bladder surgery with a 29% ejection rate. My first question was why is it a better alternative to have no gall bladder as opposed to one with a low ejection rate? The surgeon responded that as long as there is no pain in the area no surgery was necessary. His caveat was if I was consulting a surgeon with private insurance I would already be on the operating table.
