I wonder if you have only seen used condoms, and wonder how to pull it on without your foreskin pulling back. A unused condom comes in a airtight package to protect it and is rolled up.Immagine taking a sock and rolling the top down until it is totally rolled to the toe area, this is what the condom looks like. It has a prominent tip, this is to hold your cum when you ejaculate. Hold this tip and sit condom on the end of your penis and rool down gently to the base of your penis. After use use a finger to hold on until fully withdrawn so it doesn't slip off, as it can do. Whether you put it on with your foreskin foreward or pushed back, try both and choose. So just to clarify, do you mean that if you don't retract the foreskin, it will stay forward under the condom during intercourse?
And if you do retract it, will the foreskin further retract back and forth during, or will it pretty much stay behind the glans due to enough lubrication and minimal friction?

That would depend on a number of factors. If the condom is a firm fit, it should not move around too much so your foreskin stays where you put it. If the condom is a looser fit, semen will slip down the sides a little and you may find your penis sliding back and forward inside the condom, and the condom sliding off when you withdraw. The semen should stay in the tip and maybe around the head with a thin film, with the ridge acting as a plug. The foreskin should still stay where it started. If your g/f is well lubed by some good foreplay, then there won't be a lot of friction against the condom and it will slip in and out easily and stay put, if she is drier and grips with her pelvic muscles your penis may slide inside the condom and your foreskin side back and forward as well.

I have an idea, masturbate with a condom, experiment with differnt fits, lubes, grip etc and see what transpires. Remember that the 'grip' from a virgina is less tight than you gripping hold of it durring masturbation, and envelop with your whole hand, not a ring grip.
