I don't even know what a cistern is....

But my vote is once a month.

Is this something you're storing rain water in ?

or is it a "dry well" at the end of your gutter drainpipe ?

We need more details. Does your cistern have a rubber lining? Is there a dead animal in it?

We don't have a cistern, but two springs. One, the main spring, has a rubber liner, which, when the water gets low, the water starts tasting kind of ..rubbery..but hey, it's spring water!

How are you going to test the water? Four times a year? We have an ultraviolet light which irradiates our water, so we no longer test it. Helps if there happens to be a dead animal uphill from the water supply.

Does your financing say you need to test the water?

A spring with a rubber lining? I MUST be OLD. All the springs I drank from had a gravel bottom and to prove the water was good you looked for a frog or two living in it. BTW we all drank from the same glass mug or tin cup hanging on the nearest tree.

the new place has a concrete cistern that's used for hot / non-drinking water. The cistern water is a little funky - I think it's because they have the gutters diverted away from the cistern and the level in it is very low.

If it is for non-potable water, pump it out and power wash it. Then refill it. Do that about once a year. I hope it has a sump so you can rinse the soap out and pump it dry. Let it dry for a couple of days before refill.
We have two here at work for truck testing and the farm up the road when I was a kid had one.
