Hey Man it's totally ok and normal for you to not have started puberty yet. And even if you haven't you are still able to masturbate you just probably won't be able to ejaculate. Although it is still possible for you to reach an orgasm.... and the good thing is you won't have a sticky mess to clean up. Do you have any signs of puberty at all? Like your testicles or penis getting larger. Or any hair around the base of your penis or scrotum?
