I am not in puberty yet, my voice is girly, my testicles dropped

But one of them is about 1 0r 2 inches away from the other ball

There is nothing wrong, you could be just a bit of a late bloomer being 14 and not hitting puberty is common some guys start early and some later but it will happen for sure.
Everyone grows and develops at different rates and times and it can start really early for some guys and much later for others.
Do you any signs of puberty like some pubic hair or signs of growth?
Your balls not hanging the same is also common as long as you can feel both of them in your scrotum everything is fine.
So there is nothing wrong with being 14 and not hitting puberty but it will start soon enough and you will start getting pubic hair, your penis will grow and you will get taller as well and you will be going through all the changes associated with puberty.
It can be frustrating when many of your friends and classmates seem to be developing much earlier and faster but it will happen for you when your body is ready.

i am 13 years old but i think my puberty has not started. but with that there is hair growing around my penis and my arms and legs but still i cant see any sign of growth in my body...like my height is not increasing,my voice is still shrilly...what should i do should i wait or should i consult a doctor...PLZZ HELPP...
