I got my tongue piercing redone 2 weeks ago and now having some inflammation

I had my tongues pierced the first time about 3 years ago. I got it redone about 2 weeks ago. I went back to the piercer for this concern and he says it doesn’t look infected, but I want a second opinion on what it might be. So I noticed 5 days after piercing it, there was an inflammation of some sort in from the piercing area. I left it alone, kept rinsing my mouth as usual, did a few sea salt rinses as well. It’s now been 15 days and it doesn’t seem to go down. He mentioned it might be scar tissue related. 

Ive touched it (with clean hands of course) and it feels sort of like a bump, no pus comes out, no bleeding. It doesn’t interfere with my speech nor eating.
