Hi,
I don't think that there is anything wrong. You sound normal.
1st: You can slide your foreskin when you're not erect but it hurts when you're erect and you pull it up. You're young. As you get a little older and have more erections, masturbate more, etc. the skin will stretch. It sounds like you're almost there so it shouldn't be long before you can slide it even when erect.
2nd: I think you are referring to the frenulum. It is a strip of skin that attaches from the foreskin to the glans (head). It is completely normal. Some people have problems in that it's too short.
I think you're developing fine. Just give it some time.
If this doesn't answer your question, please post back.
good luck

I just wanted to post support for what medic-dan has posted because it's totally correct. I know that you feel that it's a bit of a hard time right now because almost everything you do seems to be an issue. Your body's going through some changes and some things will be uncomfortable and you're probably feeling self-conscious. Just know that it's normal, and you're not developing abnormally. Keep us posted.
