I turned 14 in January and I have a few problems with my penis.
1) I can't ejaculate. I always reach an orgasm but I can never ejaculate.
2) I can't pull my foreskin down. There is a tiny tiny hole, about the size of a pencil led, but I cant pull it down
3) It stings when I pee. I also get back pain sometimes (this is probably just dehydration and I have started drinking more water).
I am scared I will never be able to cum or pull my foreskin down. Help!

Not being able to ejaculate yet just means you have not reached the point in puberty that your able to ejaculate. Depending on when you started puberty and how far into it you are determines when you start ejaculating. Most likely all you need is more time to grow and develop. It will happen when your body is ready just no need for clean up when you finish now.
Your tight foreskin will take time to stretch so you are able to retract it.
If you don't do anything to try and stretch it now you can do it while your taking a bath the warm water helps. Just gently pull back on your foreskin and hold it for about a minute or so and keep repeating it just easy pressure and hold it don't try to force it back. It can take a long time to stretch the foreskin so go easy and be patient. The pain when you pee could be a UTI it is a difficult time to get into see your doctor but if it continues to cause you pain ask your parents about making a doctor appointment for you if it's not too bad maybe waiting until the issues with Covid 19 improve is worth considering. Your doctor can also look at your foreskin and if needed can give you something to help with stretching your foreskin.
You will be able to cum when your body is ready your foreskin can be stretched but it has to be gently and it takes time. Seeing your doctor will also help to put your mind at ease and the information you get will be based on examining you. A search on this site or google about how to stretch your foreskin will give you detailed instructions on how to do it safely.
