I'm 16 and my balls haven't dropped and penis hasn't changed its only barely over an inch flaccid and 4 inches erect I have hair under my arms and lots of pubic hair around my testicals and penis I have a bit of hair on my face like a teenage mustache and starting to get hair under my chin and sides of my jaw Somebody please tell me they have had this problem or if I should be worried?

Your balls have dropped. They do it near birth. Can you feel them in your scrotum?
Your penis can grow into your early 20's. We all develop at different rates/times. Some guys get big early and others later. Don't compare yourself to your friends.
Everything else appears normal.
