Have you been allergic to something? It is possible that constant and persistent swelling under your eyes is allergic reaction to something. There could be various causes of this allergic reactions for example make up but then again something in your environment can cause this as well. My nephew is allergic to dust and his eyes are constantly red and from time to time very swollen.
His mother had to remove all stuffed toys from his room and carpets from the whole house. Even vacuuming the house is big terror for him. He is still too young to use medications for grownups which are more helpful than the ones he is using now but since you are grown up and if you have the same problem then there shouldn’t be any problem.
