little white bumps on testicles

i've had those bumps for about a year now and they swell and fade but i've never really gotten rid of them. Once i scratched one and pusor something came out, which i'm pretty sure isn't good - if anyone has any advice on how to ged rid of these or make them go away even a little, please reply.

I found that i had little white bumps on my scrotum about 2 weeks ago. I get poison ivy often and i went to the doctor about 3 days ago and got a shot and it still has not gotten better. the doctor looked at it and did not say it "might be something else". It is not really red around it and it does not hurt or itch. They dont really bother me but i have no idea what they are. Any idea?
