Rash around genital region

It has been a little over a week now. I have been having uncontrollable itching on my genital region. It will start itching and won't stop no matter what I do until it just feels like stopping. I bought some Aveeno anti itch creme and have been using it for about 3 days now, but haven't noticed a difference as far as getting better although it does help to calm the itch when it occurs. I noticed yesterday that I had a red rash on my skin under my testicles, and tiny skin colored bumps on my testicles. I have no idea what to do at this point.

At first when everything started I thought maybe allergies. I have recently started using body wash more so than soap. So that is a possibility in my mind. Also my laundry detergent was changed so that also was a possibility. But I figure if I was allergic to one of these other parts of my body would break out in rashes too, correct? I know it's nothing like a STD cause I haven't had sex recently. Perhaps a sweat rash? All I know is I'm clueless at this point.
