Whenever I have a bowl movement, before and after the act, my testicles rise up tight in a similar manner to when they're really cold or I'm extremely nervous. They don't disappear into my body, but they are certainly tight up against it. It has yet to hurt, but it's obviously very uncomfortable. Certainly something I can happily live with - but disconcerting from time to time. The rising testicles seem to occur regardless of the nature of my bowl movement - it can be the easiest ordeal thanks to ample fibre and liquids and yet the rising still occurs.
My only other medical problems (seemingly) are that I tend to develop anal fissures whenever my diet doesn't have enough liquid and fiber. But I mostly have it under control now. I also have a sensitivity to some foods, and seem to get mild diarrhea maybe once a month or two, which also aggravates the anal fissures.
I'm in otherwise good health (27 years old), very sexually active with my wife and we just recently had our first child. I wear boxers, and am I perhaps overweight by 10 or 15 pounds.
I'm just trying to figure out what is causing the rising testicles.

Rising testicles is the cremastory muscle or reflex.
There's no conscious control of it, and I can't think of why this would be a problem.
However, if you're experiencing discomfort or pain, you'll want to mention this to your general practice or family doctor on your next visit. I'll bet he'll want to do a urogenital exam especially with a rectal exam.

I have ulcerative colitis... My testicles do this some times during a bowel movement. Look into your symptoms, sounds like you may have a mild case of it.
