It isn't sex, but it's a sexual act.  Like KellyC21 said - Fingering is classed as foreplay.  I'm gonna guess (I might be totally, but it's worth a shot) that you fingered a girl while either she, you, or both of you were underaged in your country..?  If that's the case, relax, so long as you don't actually have sex (Put your Yoo-hoo in her Ooolala) you aren't breaking any laws.
