This is a normal piece of skin that pulls your foreskin over your glans. This is normal. However there is a condition called a frenulum breve a also known as a short frenulum this can prevent the foreskin from being completely retracted behind head of the penis. you can look these up on Google and tell me if this is what you're talking about.
