Most likely bacterial, aggravated by sweat and the inability for your skin to breathe while you were wearing your cycling shorts. Will clear up in 5-10 days, applying a peroxide cream or other anti-bacterial cream will help.
Note that peroxide will lighten colours of your clothes.
