swelling on penis

I noticed a swelling on my penis in 2009, it was the shape of a bean and grew up to the size of a bean seed before it fell off This month I noticed it, but in a different position, in this case, it was inside but I could see it, it began to grow like the other one, I wasn't comfortable and tried scratching it, it burst, there was a fluid in it, later I could bring it out, it was without its fluid and as small a a millet seed, I don't know what I should do
