It's normal for your foreskin to not retract until around age 16.
On the shedding, is your foreskin still separating? That's normal too. Are you able to clean under your foreskin, just use water and your finger, no strong soaps. You may find smegma, white junk, under your foreskin that you need to remove.
If it continues or smells bad, see your doctor. You can get infections under the foreskin.
