Im sure it is nothing to worry about, there are several different "normal" conditions which cause bumps on the penis. are you uncircumsized, it may be dried smegma or semen (but that is less likly since you said you cant wash it off. as we go through puberty many things start changing and new things can appear i'm sure that is what this is but with out a picture it is very hard to tell what it could be. Mabey could you elaborate more on what they look like and their size? I think your doing the right thing by monitoring the situation. if they worsen or change then you may want to get it checked out.
