Hi when i pull my foreskin back to clean my penis there is some skin or waterver behind the penis head that prevents me from fully pulling it back. I can provide pictures if needed

If it is your frenulum that's the cause then you can stretch it by pulling your foreskin back as far as you can and hold it there for about 20 seconds one or two times a day and it will enable you to pull your foreskin back further in time.
