My daughter (almost 3) has been having white bowel movement for almost a year now, maybe longer. I've taken her to the doctor time and time again and he doesn't seemed concered. Shes almost 3 years old and weighs 27 pounds, always complaining that her belly hurts. and she will hardly eat anything. she takes a couple bites and shes done. this has been like this for a long time.

take her to a new doctor and get a second opinion. Your doctor is not concerned enough. If it turns out to truly be nothing to worry about then your mind will be at ease. And if it is a problem you can go from there. But don't take just one doctor's word for it, especially if you as a parent are still concerned.

I would definetly get a second opinion. Be assertive about it. If you act like it's nothing in front of the doctor then they won't respond. Be the overly worried parent and get their attention. I found that you just have to push them.
When my 18 month old lost 85% of her thick hair my ped. dismissed it as stress. I got a second opinion and as they were just about to go into the stress speech I told them: nope that's not it. She's not stressed out. What else could it be?? Finally I said I wanted to get some tests run even just for my own piece of mind. Nothing serious came back, and we still don't have a solid cause, but at least I'm not up every night worried she might have cancer, thyroid, or liver problems like I was.

My daughter is also having pale, sometimes white stools and our pediatrician wants me to make an appt to test her for celiac disease or other liver problems. she's also not jaundiced and very active.

Yes take you child to the emergency room for something that has been going on for one year that makes a lot of sense. Seriously, get another Pediatrician if you do not trust yours, but if you need a referral to a specialist the ER is NOT the place to go.
